When cursing in public fine will become law in Victoria, Australia?

That is absolutely #$%# outrageous, so now I gotta cough up $250 in Victoria if I want to express my opinion? Well thank you but no. Here in NSW we tell it like it is and if that involves a few #$%# curse words then so be it, my father and grandfather fought in wars for this country and I will not be told by some #$%@# random politician to go and sit quietly in the corner and sip my herbal tea and turn the music down, I will be winding down my windows and telling those #$%# slow drivers to move over or get off the #$%# road.
