Trying to find title of this movie?

It's about a group making the flu vaccine and there's a new strain outbreak that resembles the epidemic of 1918. I remember one scene clearly - the woman in the vaccine group trying to persuade religious leaders (in Siberia?) to let them exhume bodies from 1918 to try to get a sample of the virus. Anyone know what movie this may be? Any help is much appreciated.
