Is it a common practice to tie a dog's hind leg down while grooming?

that is horrible!! poor baby i am glad she is getting better. i live in wisconsin and take my dogs to petco and I have never seen them tie the dogs legs. when i was younger my mom took our dog to a groomer in our town just a small time business and our dog came back damaged not nearly as bad as yours but she was limping and they told us how horrible and naugty she was she looked so scared when we left i wish my mom would have looked into it more. now i have brussel griffin mix she weighs ten lbs i took her to a small time groomer just to have her nails trimmed and the groomer decied it was nessacary to put her in the neck harness they have plus hold her head under the groomers arm in a headlock even though my dog was so scared she was almost peein herself i threw my money on the counter and said i was never coming back
