Can Slime tubes be used on high psi road bike tyres?

yeah they sell the tubes all the way to 19mm. stronger tires would be a step or slime and i don't see slime as permanent patch. i would look for a new tire as well with a kevlar belt, i've pulled several pieces of gl out of my tires never made it through the belt.
